Recruitment is not really something which you could put on a box. This is something which should only be given guidelines and not exactly be contained or limited.
As this article puts out, there is no ideal recruitment process which could suit the needs and demands of each organization. Here is an interesting quote in the said article:
The ideal recruitment process is the recruitment process, which keeps the defined service levels agreed by the line management, keeps the costs as they are agreed with Finance and keeps the level of the job candidates as the HRM Function expects.

In short, this means that a recruitment process should not only meet the expectation given by the company but as well as the other things (finances, company mission-vision, etc.) in its recruitment plans and strategies. Though it may sound difficult, achieving this would have a great impact in the organization.
