
I know that as recruiters, we do have certain techniques that we have to implement in order to be effective in our job. Some would say that their questions would be their "tool" in recruiting while others would say that their way of speaking with the applicants is their technique.

Yes, just taking down notes and repeating what the candidate is saying is not that listening aspect that it being referred here. This is actually paying attention to the answers and questions of an applicant and going beyond the words. An interview would be really more effective if it is a two-way process so that the applicant would have participation in the whole process.
