I'm constantly browsing the job boards looking to see what my competitors are hiring for. I'm amazed at the quantity of companies still posting ads with the clear disclaimer:
NO PHONE CALLS PLEASE
- Are these the same companies complaining that they can't fill their open requisitions?
- Are these the same companies that profess to care about their customers and provide an incredible working environment?
If you're frustrated that you're not finding the right people, maybe you should seriously rethink what you're saying in the first place.

Maybe these companies are already getting enough resumes in terms of volume but the quality isn't there. I'm one of the people that says "no phone calls please", because I cannot speak to every person interested in one of our positions (it's simply not possible). Phone messages don't include resumes so there's no way to assess quality. I focus my time on the people that most closely match our needs. I don't think that is unreasonable.
If you assume that all applicants are approximately equal, then I could understand your concern, but all applicants are not equal with regard to job fit.
So in this case, "no phone calls please" sets the expectation that the recruiters will not be responding to every phone message regarding the position. They want to see the resume first to assess match. That makes sense to me.
